Thanks to Anit B. who said this...
Try Opening the Pro/Program for the part:
Tools--->Program---> Edit Design---->Close .pls file---->Yes/OK.
This clears the reference problem (below) and I could then Delete the
stubborn parameters.
Now I can go home...
