BOM ballons

On 2 of our workstations, we have a drawing that has BOM balloons attached to some views, but we cannot see them or find them in layers.

We know they are there because when we publish the drawing, they show up.

The only difference is can think of is builds..Creo2m220 on the workstations and Creo2m040 on the publishing machine.

Is there any method to detect or setting that could be causing the difference?

Not an answer directly for your question, but lately we have seen some odd drawing behavior when someone is at a different build than the creator of the drawing. A guy with Creo 2.0 M200 would attempt to open a drawing created by another guy on Creo 2.0 M220, and immediately be kicked out entirely. Updating to the same build fixed it. I've seen a lot of squirrelly behavior like this, particularly with drawings. They attempt to kill all the bugs, but, just like in the entomological world, more rise up in their place.

The publishing machine creates a new workspace and pulls down the models prior to publishing. Have you tried doing the same? Maybe you have local corruption or local modifications?
