Blended/Stippled Transparency options not available in Creo 7.0.7.0 even tough they are present in previous Creo 6.x and in the Creo 7 documentation too.
The article in PTC support portal is not reachable.

You're right, the UI changed in Creo Parametric 7.0 which does not propose anymore access to the Transparency Options drop down box (previously proposed in earlier versions):

• This change of behavior is intentional, and we officially documented it in article 330287
• Controlling Blended or Stippled Transparency in Creo Parametric 7.0 (and later) remain neverthless possible via value of config option blended_transparency which can be set to:
  • Independent (see Help Center here😞 Gives a high-quality, order-independent (known as "OIT" in characteristics documentated for the graphic cards) transparent effect to the model. The effect is produced from hardware-accelerated graphics cards.
  • yes which stands for Stippled Transparency
  • no which stands for Blended Transparency
