Is it documented somewhere that the newer versions of Creo don't handle the same releases of SolidWorks as version 9.0.12.0? I would imagine newer versions of Creo would be able to accommodate the same or later versions of SolidWorks, but it is most definitely NOT something I can find any sort of documentation about.
Perhaps someone with more knowledge than I will be able to point you to some sort of table or release notes that gives actual info about this topic.
CS134024 documents this in detail for every format and Creo Version.
Swx2025 ist just specified for Creo9.

I hope that also in Creo 10.0, 11.0, 12,0 released in 2026 SolidWorks 2025 file import will be implemented.
Note: It is necessary to monitor CS134024 regularly.

Your questioning is fair. In article CS134024, red item highlights recent updates and the Creo 9.0 updates are more recent than that of Creo 12.
