I received two replies. Thank you Brian and Joe.
I had to use a combination of the two replies. One taught me that I could set the secondary dimension as the only dimension showing. It is dual_dimensions set to secondary in the drawing dtl file. The other was to create a note with an offset and attach it to the dimension.
