Displaying Dimensions In Partial Views

We recently made the switch from WF3 (M100) to WF4 (M070). We're noticing something different when displaying certain dimensions in Partial Views. For instance, the (3.800) dim in the image references a non-solid geometry (Datum coordinate system) that is well outside the Spline Boundary, yet it still can be shown in WF3. In WF4 the Spline Boundary must go way out in space to get the coordinate system within the boundary before allowing the dim to be shown. This seems to be the case if the drawing is started new in WF4. If retrieving an existing WF3 drawing into WF4 you do not have to fully encompass the dimension references. Can anyone confirm this or have an alternate technique for showing a dim without the spline boundary being huge? Thanks in advance.
