Format/template numbering issues

I am using Creo Parametric - Release 7.0 (connected) 7.0 7.0.3.0

When detailing drawings, we start with a format that is auto numbering sheets as we add/subtract them. The problem is we would like the count to start of sheet 2 (as being sheet 1 of _) but it automatically still pulls the first sheet even if thats not where i want it to start, We use sheet one as a quote drawing and sheets 2 thru _ as our detail prints, which are the only ones we release to the shop for manufacturing. Is there any way to have it skip sheet one in the format?

Which drawing sheet has the primary titleblock with all the signatures, material notes, etc.

For us, that is on sheet 1. The sheet 2 format only has a minimal titleblock for drawing number and titles.

You might try just creating the sheet 1 as a 'blank' placeholder sheet in Creo.
