When setting the lower tolerance of a dimension to 0.000 it disappears.  It is fine in the model.  This happens for created or shown dimensions.

Try setting drawing option blank_zero_tolerance as no.

in your dtl file, you need to set

blank_zero_tolerance NO

don't forget to regen
