My company recently gave us 3DCONNEXION spaceballs and they're pre-mapped with a special orientation wheel menu. I don't use a spaceball, but I would like to assign that function to one of my mouse buttons. Is this possible?
No, you are not able to easily map this menu to a mouse button.
That menu is implemented via a 3Dconnexion toolkit app running with Creo. It is integrated with their hardware for UI activation via their products. 3DConnexion CAD mice support these menus so if you get one of those then you can invoke the menu with a mouse button. In theory it is possible to map it to another HW device, but this would require modification to the Toolkit App assuming you could reverse engineer how they are doing it.
