How to best manage etched/painted labels

I am looking for ways to better model text placed on parts (labeling that will be physically etched or painted on the part) that can be utilized in a lightweight model of a higher-level assembly, typically created with solidified shrink-wrap features. The ultimate solution would be a simple option in the shrinkwrap feature, or even a way to create a dependent copy of the feature of the text with a single selection (per feature).

We have etched or painted-on "labels" for connectors that are needed on the part drawing (that is where the labels are etched on) for the connectors assembled at a higher level (typically two assembly levels above). We also like making lightweight versions of the assembly that are parts with shrink-wrapped geometry, which can be used by themselves or assembled in an assembly containing one or more lightweight parts.

I did try using an annotation feature with a collection of unattached notes to represent what is to be etched/painted. Although the mouse clicks made it look easy, not all notes came across in the shrinkwrap feature (actually, only the first and last came across though the feature showed all of them were included in the shrinkwrap feature).
