If you want angular dimensions instead of the linear dimension you need to pick the lines at the ends of the object when defining the dimension, not points.

In sketcher, if you are trying to dimension the length of the curve, select the curve then both end points and place the dimension.

In Drawing mode, dimension arc then select arc length from Orientation menu.
