MBD created with flat to screen -notes. After converting into PVZ file, when i am opening the file in Crew view express, texts not visible it is fixed unable to zoom. it is possible to zoom the text if i am created the text flat to screen

Have you tried it in Creo View Lite, Standard, or MCAD? Can you post the PVZ here?  It might be what you are publishing.
