There is no way to create intelligent balloons with model annotations. Component parameters can be made with the balloon numbers, but you cannot make balloons which will display those numbers for the attached component. A balloon with &<param_name>:att_cmp only works in drawings and when the component is a part, not when the component is an assembly.
