Plug weld to a cylinder

Hi,

I'm trying to create a p lug weld in an assembly, but I am unableto select a base surface as I'm welding one cylindrical boss (Ø=40.9) inside of a cylindrical tube (Øi=41). How can I create an appropraite weld in Creo 2.0 please?

For the purpose of rounding out, I ended up creating a plane tangent to the inner cylinder and extruding a plug weld out to a manually set depth (i.e. until it looks visually OK and still rendered). As long as nobody sections the assembly it does the job!
