Assuming you have access to Creo 7 or newer and you intend to run FEA on the weldment.
Build the three components in part mode as separate bodies. The geometry is straightforward for each.

Is there any possibility to model as a single part ptc creo 9.0
I am looking for FEA study in Ansys

You can model this as a single part in Creo. The suggestion of using multibody will enable definition of bond elements between the welded components. The use of 3 bodies in a single part model is what I proposed above. You can also of course create multiple parts and add them to an assembly.
