Thanks to all who replied.
Turns out that the best way to create an exploded view on the drawing is to first create an exploded state in the assembly:
view / view manager / explode tab / new (eg. exp_001) / properties button / unexplode icon.

Then in drawing mode, you can double click the view to open the view properties window, go to the view states category, select the "explode components in view" check-box and choose the exploded state you created in the assembly.
Now you have a clean slate to start creating your custom exploded view.

This aspect of WF2 is definitely not an improvement from V.2001, but at least the functionality is still there (in a round about sort of way).
