I'm trying to place a 120° angle dimension in sketcher, but Creo 6.0 will only place the dimension as the oppostie 240° angle. Is there any way to force the orientation of an angle dimension? I've tried change the order of my line selection and the placement of the dimension with the middle click, but it always places the same dimension. Why does Creo always default to the largest possible value of any angle dimension?

Its always about where you pick for your dimension AND where you place the dimension after picking. With just the basic geometry for a revolve, I could pretty much get every angle to show based on where I place the dimension after the selections.
In your revolve image (i assume), if I pick the angle line, then centerline outside of the cone (which is easiest since you can see it), then angle line, it seems to always give the larger dimensions no matter where you place. But if I select the angle line, then centerline on the interior portion of the angle, then the angle line, I can place the dimension to the interior of the cone and get the smaller angle.
Use construction geometry and sketch constraints to apply the dimensioning scheme you intend.
Add 2X construction lines, a sketch point and symmetry constraint as shown here. This is one way to get it. Make sure whatever scheme you use that it captures the design intent.
