I had one response come through. I think Doug describes the situation better than I did. Unfortunately, neither of us know how or if it is possible to convert existing dimension sets to different config states after they have been created.
Config in question: 'create_drawing_dims_only'
This leaves a few choices for users:
IDEAL: Re-create the dimensions when possible. ("Re-create three hundred dimensions, are you serious!")
