When I try to put a driven diameter dimension in my detail drawing view, it comes in as a radius callout. Is there a wetting to change this? If not, How do I change the properties of the hole callout to recognize the diameter instead of the radius?

Click the same arc twice before placing the dimension and you will get a diameter value.
This is normal behavior for Creo. Same for sketches.
You can also right click the dimension and change between radial and diameter.
