import jpg (or other format) to take measurements

I took a photo of a part, and scaled the image in Photoshop. Is there a way to import it into drawing mode, and take measurements of this part (e.g. radius of curvature) by creating points on the photo? I tried to import it as a BMP object, but the image came in not to scale, resizing changed its aspect ratio, and created points ended up 'behind' the photo. Thanks for your help.

"I’ve done this in the past by creating a surface in a part and adding the image as a texture. I had to scale the surface to get the image right. I then created a curve with the image as a guide."
