Which release and datecode are you using?

I just tested this out in Creo 2.0 M170, by opening a drawing, navigating to a different sheet (Sheet 3) and then saving the drawing.  When I retrieved the drawing, Sheet 3 was the initial sheet the drawing opened up to.

This is not standard functionality. There is actually an enhancement request to add this capability:

Default opening multi-sheet drawing on first sheet (Sheet 1)

If its an issue of waiting for sheet 1 to load before you can switch to another sheet, you always create a drawing representation so you can open to a specific sheet directly.
