Annotation in a Sequence Step?

I'm creating a multi-step repair sequence in Creo Illustrate 3.

I want to have an Annotation be visible for the duration of one step. If I try to delete it or hide it in the next step, it disappears from the previous step, the now-current step, and all subsequent steps.. If I do nothing, it remains visible in all subsequent steps!

There's got to be something simple that I'm missing here!

Ideas?
