Annotation leader line layers itself on top

When I create an Annotation with a leader line and I assign it the color Black (RGB 0,0,0), for some reason the leader will layer itself above the rest of the annotation and the halo. But when I change the leader line to be RGB 1,1,1 the line will be layered under the annotation and the halo.

But, this only happens when I create an SVG. The PDF looks fine. The Figure on the screen looks fine. It's just when I save it to an SVG.

Why does it behave this way? This created much confusion for me. Unless I'm doing something wrong.

Thanks in advance.

Could you provide a few more details on how you are creating the callouts, are you using a label shape etc.

Are you creating the svg from a 3D or 2D figure?

Also what version of illustrate are you running?

This may help narrow down the issue.
