How would you like APP to keep to all the other restrictions in place rather than adding a hyphen? Something in your example had to break a rule, and APP chose to hyphenate rather than leave a line unjustified...

If you look at what InDesign did, it actually backtracked and forced a hyphen on an earlier line. This "fixed" the consecutive hyphens problem. However, as you allude to Simon there is not a perfect solution to this. It would require a very complicated set of fallback logic that doesn't currently exist in APP.
