Create .chm file without the need for a #styler-id TOC locator that has a likelyhood of change.

Created a HTML Help (.chm) file, opened the .chm file to the proper page and found that the object property URL for that page contained additional information (i.e. #styler-id1.1.1.6.8.1) at the end of the URL required to locate the topic in the TOC (see full string below). My concern; if I provide this URL id to our software team for context sensitive help and the topic moves in the document structure, I will need to provide them with a new styler-id number if I want to also locate the topic in the TOC. CHM output on other systems do not require this. Would like to produce .chm output without the use of this TOC locator.
