Enable track changes on topics in a ditamap

You currently you can add topics to a ditamap and enable the ability to track the changes of the topics in the ditamap gloablly. But if you open the topic individually track changes is not on. Please add the functionality to enable track changes on all the topics in a ditamap globally. Also add the ability to have track changes on all the time if required by the user. It is way to easy to forget to enable it.
