In 2 (or more) columns frames it's possible to have an gutter ruler.

But when the 2nd column is empty (due to keeps generaly) the gutter ruler is not displayed (highlighted in yellow):

It would be nice to have a extra option in this dialog box: "Draw ruler even if right column(s) is (are) empty"
