This behaviour changed in 6.0 and Ctrl+Alt keyboard shortcuts now only work on US-English keyboards.
The 'show fullkeymap' command still shows all the keyboard mappings including the Ctrl+Alt even though they no longer work.
Neither can you over ride them by re-mapping.
Many customers around the word have been used to using these keyboard shortcuts and they should be re-implemented.
