Is there another way to set relative path bursting so that the root point for bursting can be selected by the user?

Current setup:

<locnrule elementname="subSubItem" location="Acts and Regulations/W/WATER RESEARCH ACT NO. 34 OF 1971/01_Principal Act/SubSubItems"/>

Desired setup:

<locnrule elementname="subSubItem" location="SubSubItems"/>
