XSL Support_ continued text to next page, ie. table titles, paragraph titles

Suggest support for functionality to include capability to do continued text on the next page.  When publishing XML, text flows on the page,  The next page the text continues.  That text is under a Para title.  The title to assist the user would be continued on the next page.  The same holds true for table titles. When a table is split on two pages, the title is not continued to the next page. 

We are using Arbortext 6.0 and are using the XSL_FO to output Military Technical Manuals.  These functions can be done using FOSI.  How do we do this using XSL?  Is this a limitation of the PTC Arbortext Print Composer and PE Engine?
