can't create new Record in incident table using addrecords() api withoutSystem tree/configuration id

The existing method requires system tree id and configuration id as an inputs to addRecords() api function for incidents table.

So creating new records through api does not work in projects where only incidents table is active and system tree and configuration tables are disabled.
