Dear Customer,
The URL should be: http://peservername:port/e3/servlet/e3 where peservername represents the appropriate Arbortext Publishing Engine server name at user site.
For more details about PE URL, please refer this article https://www.ptc.com/en/support/article/CS37985
However, you can uncheck this option (if you want) while installing Arbortext Editor and this URL can be provided later if you want to connect Arbortext Editor to Publishing Engine (refer the article shared above).

You can uncheck the box when installing if you have not setup the publishing engine yet. Your IT team will need to tell you what the address is for your publishing engine server. It should look something like this http://123.123.123.123:8080/e3/
Then in editor you can click tools, preferences, publishing engine, select the check box and add the address there.
