Composition on PE

We have a laptop with Print Composer as well as a PE server. I have developed a document type which uses a .tmx file to correct borders in tables which span pages and a pageset with a tabular overlay in the header.
The files publish correctly using Print Composer on the laptop, but when I move the application to the PE server, the tabular overlay is vertically misaligned and the PE server doesn't seem to honor the .tmx file. I can correct the overlay, but is there some special technique to make PE honor .tmx files?

Did you restart PE after deploying the .tmx? In our Windows
environment this means restarting Tomcat.

Beyond DTDs and FOSIs, I can never remember who needs a restart and
who gets picked up dynamically. I also can't remember which commands
belong in PE's custom/init vs. custom/editinit. I wish the
documentation were clearer about these sorts of things.

We put our .tmx files in custom/doctypes/doctypename. I'm not sure if
.tmx's are supported elsewhere, but that's where we keep them. They
are named doctypename.tmx. Presumably however you have them set up, it
is the same in your laptop/Print Composer environment as in your PE
environment.

According to the PE documentation, implementing a .tmx file does not
require a re-start, however I have re-started Tomcat, the PE services
and even re-booted the server to no avail. The tmx file is in the
...PE/custom/doctypes/<doctype> folder and is named <doctype>.tmx. The
laptop file structure is different than the PE server, but everything in
the dovtype folder is identical. We copied the folder from the laptop
to the server without changing anything, and all of the other
components, (dcf, atiattr.cf, etc) work just fine.
