In GenText, why inserting 'Division Reference' is unavailable?

In Arbortext Styler, I am designing a stylesheet from a blank sytle. When I tried to edit GenText and insert the division reference, however, this menu is grey. While I chek the standard stylesheet, the division refernce menu does work. Is there any setting I should do before editing the GenText? Thank you in advance.

This problem is solved. The cause is that we must add cross reference before insering division reference in GETTEXT.
