editmenu.cf is the configuration file for the main editor window. The default version of it is $ARBORTEXT/lib/editmenu.cf. You can put a copy of it in your custom folder (in the lib subdirectory) and then modify that to customize your menus. That customization would then apply to all editor windows.
The file itself is reasonably well commented, and the format is pretty straightforward.
