Moving Licence server to another host with no Internet access

I have to move the licence server already installed on a Windows server, to another host in a different network zone. I've requested and obtained a new licence file (with the host address of the new server) from PTC support.

The thing is, this new server can't access to the Internet from its network zone.

My question is, does the licence server deamon require an Internet access to work?

The Flex server doesn't require an Internet connection. It reads everything locally so it doesn't need to connect back to PTC or any other site to provide licensing.
