I'm not sure about the documentation, but we have done this for a number of customers:

1. Trade in your fixed (locked) licenses for registered user licenses.
        This requires help from PTC license support
2. Install FlexNet Publisher licensing server and import registered user
        licenses
3. Update client machines to have PTC_D_LICENSE_FILE=7788@license-serve

Client machines now use the registered user licenses and Remote Desktop will work.

I believe this should still work - unfortunately the main contact who used to help with this has left PTC (Susan Fort). I'm not sure who her replacement is. A PTC partner or sales rep should be able to assist though.
