Start page - recto not incrementing page number

I am coding a FOSI for a publication that has new <bookpart>s starting on a recto page (in FOSI panel mode, Text Break - Start Page = recto, nothing else is filled out). The 'start on a recto page' isworking fine; however, the blank page it leaves on the verso side it is not incrementing the page number.

I have the book set up to use pageset <bodypages> which has the increments set up in the folio.

Does anyone know why the blank page would not be counted in the folio?

I figured out my own problem!

I did not have any folio set up for blank pages within the body. Once I copied the folio 'enumerate' values into the folio for the blank page it worked fine.
