We recently purchased 4 locked licenses for each Arbortext Editor and Arbortext Print Composer. The software is installed on each user's laptop.

Something does not look right. Using the license manager, you should return the licenses and select both the editor and print composer from the list. This way it will generate you one file to reference. We only reference one file per user for isodraw, print composer, and editor.
Or you could try setting it up in your System properties, environmental variables, system variables to see both licenses, not sure if this would work.

Variable value: C:\program Files\PTC\License\lm_14931456_1301793.txt, C:\program Files\PTC\License\lm_14954139_1327813.txt

Returning both licenses and generating a single license for both products worked perfectly.
