There are other solutions but you must convert to XML first and do a bit(?) of

generating RTF from SGML instance

A simple solution:
go from SGML to HTML (see if standard migration tools work) and then use
free HTML2RTF software or import your HTML in Word and create RTF.

A better solution is to use a tool like Omnimark and have full controll over
how your SGML is to be represented in RTF.

Have you investigated Jade (at http://www.jclark.com/). It is a DSSSL
formatting engine. One of the output media is RTF. The downside is that you
have to learn how to create DSSSL stylesheets.

If you know RTF and want total control over your output, you can opt to do a
conversion program in Perl or some other powerful string processing
language.
