Using actual DXF DWG translator there are these limitation:
Dimensions in DXF paperspace will be converted to geometrical representations of dimensions in Creo Elements/Direct Drafting or Annotation, also text entities in DWG Paperspace will be translated into lines

Customers increasingly receive DWG drawings with many sheets on paper space, and only the drawing in the model space is translated correctly. This limitation is very heavy and forces users to request dwg drawings with only one sheet at a time
