So, are you getting an error message when you try to run the bore function? If so, what is it?

Here is a screen shot showing you what you should be selecting as your axis. I am also attaching the example model you wanted to see. I included the workplanes, so you can see how it was done. Normally, I NEVER save workplanes.

With a simple hole and counterbore, (like your example) the mill function will do just fine. You need to use the bore function to create more advanced multi diameter holes that contain features such as chamfers, and grooves.
