Allow "Make read only" to be set as default for conflicts

Currently the setting Continue is the default setting when the save operation encounters parts that Creo Parametric thinks need to be modified upon regeneration.  "Make read only" is not available as a default setting.

PTC, please allow "Make read only to be set as default.  Also, fix the failure on save problem when objects are marked as read only on the fly.

"Also, fix the failure on save problem when objects are marked as read only on the fly."  This impacts us all the time with newer users and even experienced uses who don't quite understand why they can't check-in when they have a bunch of locked modified files conflicting. It just doesn't make sense to make the changes and then make it read only. A lot of our users also have a relatively bad habit of opening by directly typing the filename into the open box which then doesn't give you an opportunity to lock the objects.
