Failed assy connection

WF3, M170

I have 2 components that assemble via a pivot pin.  I can assemble them together using an align on the pivot axes and mating the RIGHT planes.  Assembles fine, with or without an orient constraint.

However, when I try to convert to connections so I can apply limits to the pivot, it fails to connect using the same references.  I cannot figure out why.

If I use the assy constraints and uncheck the 'allow assumptions' box, even though it generates no errors, it still will not move if I attempt to drag it.  During the assy I can hold ALT-Ctrl and drag it just fine, but not once it's assembled.

Any idea how I can figure out what's wrong here?

An update based on responses so far:

- All refs chosen are from only the two components.
- Specifying rotation refs or not doesn't help.

Someone suggested selecting surfs instead of datum planes, I'll try that
in the AM.
