I need to make a rack and pinion connection. Simple enough except, I need the rack to move in an arc and not in a straight line. The pitch line of the rack is always tangent to the pinion's pitch diameter but, rotates aroung the pinion's pitch diameter.

The rack can move independently based on its constraints and the constraints of the mating spur gear. You have to be careful that you are properly constraining the individual elements back to the grounded body. The best technique seems to be to have relationships chained from the parent part to the mating part rather that skipping levels.
I know this is a generic answer but it is difficult to see exactly what your mechanism is doing.
