Notification Center and Update Control

Running Creo 3.0 M070. 

1. Why does the notification area show Copy Geometry out of date but not Merge/Inheritance. (Example below is copying from the same model)
   
2. Why do you get update control on Copy Geometry in the RMB but not Merge/Inheritence.
   
3. Is Manual update with Notification only available if you have DEX?

I guess my question is: Is this intended functionality that others are experiencing or am I missing a config setting?  Or is AAX not enough license for this functionality?
