WF3 Align Angle

Ok, 99 times out of 100 I don't want to use the align angle constraint,
but occasionally Pro/E will give me that constraint when I click two
planes that are not close to parallel. Now, I want that and I can't get
Pro/E to give it to me, even when the planes are quite a bit off
parallel. I can't just pick 'Align Angle' either, how do I get it to
show up?

Clear all of your existing component constrains. Next, try picking your constraints in a different order. The first one being the angle constraint you require.
