Add config options and modelcheck checks for 3D Annotation Options

Similar to the drawing module, which has:

Config option: pro_dtl_setup_dir

ModelCheck check: STD_DTL_SETUP

There does not seem to be any administrative control over a PART or ASSEMBLY detail options, which can be found in Model Properties. Please think about implementing similar control over these detail options as well.

The only work around is to set a parameter in the model to trigger a different set of checks by using an IF statement in the condition.mcc file. Those ModelCHECK options are set in different start\ .mcs and check\ .mch from the non-MBD ones. If you need examples, I can show you.

I'm familiar with ModelCheck. I'm not sure how this would look within the internal dtl file and compare it with a company standard and show any discrepancies. Thank you.
