CS19262 says that drawings will now open with a model that is present on all sheets as the active model.

We need the model that is active at save to be active when the drawing is reopened.

This is because when detailing subassemblies, we also add a simplified rep of the top level (65 000 parts) to show additional detail.  However the sub-assembly as such does not appear on each sheet.  Thus when we publish the drawing in Windchill, the top level assembly is being regenerated every time a sub-assembly drawing is published taking about 3 hours.

We have to regenerate the drawing models as the mass properties are not correct on opening due to the presence of assembly cuts.
