Today the tangent constraint applied on a cylinder or hole surface is not part of Creo Parametric Functionality.

The workaround provided below is the current and only solution.

Unfortunately this says it won't happened.  However, the workarounds are easy.

Just put a construction circle on the surface reference and use that for your tangent.
